Windows 7/8.1 Networking Problems

I am trying to set up a peer-to-peer network of four computers and am having some problems I can't find solutions to.
General Information:

There are 3 Windows 7 computers and one Windows 8.1 computer. Two of the Win 7 computers are desktops connected by cable to a DSL modem. The remaining computers (laptops with Win 7 and Win 8.1) use wireless connections. All the computers have the following network and file sharing configurations:
Network Discovery: ON
File and Print Sharing: ON
Password Protection: ON
Allow Windows to Manage Connections: SELECTED

All the users have credentials in the credentials vault for each of the computers.



There are several problems.

1. Desktop 1 can see and access files on all the other computers using the saved credentials for User1 but not User2, which doesn't work at all from this computer to any other computer.

2. Desktop 2 can access files on Desktop 1 for User 2 but not for User1. User 1 cannot access files on either of the laptops.

3. It seems that either user can access files on Desktop2 from either laptop but I may have missed a combination in my frustrated attempts.

I have tried everything I could fine on E-E and elsewhere but nothing seems to work to let both users access files on all the computers.
Troubleshooting suggestions or suggested fixes would be greatly appreciated.



Make sure Home Group is OFF for generalized sharing.

You probably wish to make one machine the main sharing machine and make sure the user ID and passwords of the other machines are enumerated on the main machine.
