Windows 7 Professional decreasing network speed following connection

Upon initializing a connection to any resource both on internal and external networks, the transfer rate will continually drop from 30MB/sec until it hovers around 2MB/sec or lower over a period of 20 seconds, regardless of the amount of data being transferrred.

The computer in question is part of a Gigabit network, and the slowness is independent of network services; file transfers over network shares on the Windows domain, Lotus Notes replication, everything is affected.

Since all is basically working in this case, try upgrading the NIC driver to a new version. At a minimum, replace (uninstall / install) the NIC driver.

Try a different computer on the same network wire at the same time (put in a small switch) and do side by side comparisons.
