Are you talking about speeding up a Cold Start with your PC/Laptop.

Have you tried leaving your programs running/open and programming your power button (Control Panel > Power)
to use SLEEP (or HIBERNATION for laptops).

I'm on a Dell 980 DT with WIN7Pro64. And yes I'm talking about a cold start.

Run AutoRuns and see what apps are starting when you boot. You can then stop those not needed at boot from starting at boot, since you can always start them when you want to use them.

Thanks for comment. I've used msconfig to stop all but three programs from loading. And I've started to disable Non-MS services one by one. I'm looking into an SSD boot drive. Until then, I have to once a week do the following in the following order to get the cold boot time down to half a minute:
CCleaner out the junk etc.
Defrag with onboard defrager using the /B switch
Del inconcache.db by hand -- stop explorer, del the file in the cmd box, restart explorer, restart machine.
