Windows 7 - Administrative Permission Prompt

Hello Experts - I have a general question about how Windows 7 handles commands that require administrative permissions. When logged on as a non-admin user and attempting to do something like run msconfig most times I get a prompt after running the command asking for administrative credentials. On some machines I never get the prompt, just an access denied message. What controls whether the OS prompts for credentials or just denies the action?
